Important Notice Regarding the Hub City Wind Project

On Friday, June 12, 2026, Alliant Energy informed the Town of Day Board that it has submitted its 180-day pre-application notice
to the Public Service Commission of Wisconsin (PSC). The Board will be discussing this matter at the June 24, 2026, Town Board
Meeting at 7:00 PM at the Town of Day Town Hall.

Important Notice Regarding Anonymous Mailings

The Town of Day would like to remind residents that recent anonymous letters circulating within the community were not created,
authorized, approved, or distributed by the Town Board. Going forward, all official Town communications will be clearly identified and
signed by a member of the Town Board or the town clerk.

If you receive information claiming to represent the Town and have questions regarding its authenticity, please contact the Town
directly by attending a town board meeting or emailing a Board member or town clerk.

Stray Voltage Testing for Farmers

If you are an Alliant Energy customer and have livestock, you can request stray voltage testing from Alliant Energy by calling
866-255-4268. If you are a WPS customer, you can call 877-444-0888.

The Town encourages farmers and livestock owners to take advantage of the stray voltage service to establish a baseline record
for their operation. Maintaining historical test results may be beneficial for tracking changes over time and documenting existing
conditions on your farm.

We also encourage you to run the results by one of these two Wisconsin experts: Larry Neubauer ([email protected])
with Concept Electric, or Neil Mathis ([email protected]) with Duck Creek Engineering. If you have the ability, you can also hire
Neil Mathis directly to do independent testing of your farm.

Marathon County Has Established the Alternative Energy Project Local Impact Advisory Committee.

Updates from their meetings will be provided at our monthly board meetings and on our Facebook page. You can attend and give
public comment at the meetings or watch them on the Marathon County Board Meetings YouTube channel (www.youtube.com/
@marathoncountyboardmeetings).

Upcoming meetings are on June 25, July 9 and July 13. All meetings are held at the Marathon County Courthouse, 500 Forest St.,
Wausau, WI, from 4:30-6:30 pm.

The Town again highly encourages all residents to participate in all these events as this is how the County is gathering
information from residents about their feelings on the Hub City Wind Project. This information will be used for their decision making process. Contact Town Chairman, Joe Brueggen, at [email protected] or Supervisor Trine Spindler at

The Town of Day held its Annual Meeting on April 21, 2026, with Chairman Brueggen calling the meeting to order at 7:05

p.m.

Town officials shared that a new website is nearing launch, offering improved accessibility and a future option to subscribe to updates, while
paper notices will remain available upon request.

Chairman Brueggen highlighted key accomplishments:
- Improved communication through the Town website and Facebook page.
- Progress on cemetery boundary corrections and mapping.
- Cost savings at the Town dump through seasonal recycling adjustments.
- Implementation of QuickBooks for more accurate financial recordkeeping.
- Upgraded phone and internet services at a reduced cost.
- Efforts to secure government funding through the DNR and disaster relief programs.
- Adoption of various ordinances and resolutions, including a state required Comprehensive Plan update and the implementation of
Town Zoning (effective April 1, 2026).

The Board is implementing procedures and systems so future Board members will have a jump start on how issues have been and should be
handled. As part of the job of being a supervisor, Board members have attended many hours of training, both in person and online, to stay up
to date on current laws and regulations, so our Township continues to be compliant with state law. While a lot of what we do to ensure the Town
runs smoothly is behind the scenes, we hope that residents will see some of the benefits firsthand.

The Board would also like to take this opportunity to welcome Kyle Ule as our new Road Maintenance Worker. We are excited to have a Town of
Day resident join our team. Please help welcome Kyle as you see him improving our community.

Renewable Energy and Public Service Commission (PSC) Update

Supervisor Spindler provided an extensive update on the Hub City Wind Project, owned by Alliant Energy.

Key project details:
- 28–38 turbines anticipated, each 580–680 feet tall (4.5 MW model).
- Fewer turbines than originally planned because the size of the turbines increased.
- State law dictates a minimum setback of 1,250 feet from a non-participating resident dwelling.
- Noise levels up to 45 decibels during night hours and 50 decibels during the day, measured outside of the non-participating
landowner’s house.
- A map of participating land lots was displayed during the meeting and as requested, will be available to view at every town board
meeting.
- When asked why the project is placed here, an Alliant Energy representative stated: “…willing landowners, if nobody wants to
participate there would be no project…”

Additional discussion covered landowner agreements, eminent domain, road use impacts, property value considerations, and the PSC approval
process which will start when Alliant applies for the Certificate of Public Convenience and Necessity (CPCN). If you want more information on

Residents were encouraged to attend monthly town board meetings, where representatives from Alliant Energy are expected to be present on
an ongoing basis, and to participate in any future PSC public comment opportunities. Board meetings are held on the third Wednesday of the
month at 7 pm. We encourage all residents to participate during public comment, so we can have a cordial and balanced conversation based on
facts and respect.

Roads, Infrastructure and Services

Supervisor Hoffman presented updates to the Town’s road improvement plan, noting that all projects are dependent on available funding and
weather conditions.

Planned 2026 improvements include:
Eau Pleine Rd (partial), River Run Rd (partial), Sawyer Creek Rd (partial), Veerland Rd (partial), Guldan Rd (partial)

Future plans:
2027: Oxbo Rd and Folz Rd improvements
2028: Potential reconstruction of Bangart Rd South and additional Oxbo Rd work.

Residents also discussed road materials and maintenance strategies, including the use of dense road base on well-performing roads.

Additional Community Topics

- Property concerns: Questions were raised about junk and unmaintained properties; officials noted limitations prior to zoning
adoption.
- Dust control: Due to rising costs and limited vendors, liquid dow treatment in 2026 will be limited to intersections and near
residential driveways, with residents having the option to pay for additional coverage. Please see attached notice.
- Zoning and public input: Residents were directed to the Town website (townofdaywi.gov) for zoning information. Officials addressed
recent mailings and anonymous communications, encouraging residents to attend the appropriate and legally posted meetings and
to participate in public hearings.
- Culvert and drainage issues: Concerns were raised about culvert installation and recent flooding, with discussion on potential ditch
maintenance.

Meeting Conclusion: The meeting adjourned at 8:53 p.m. with brownies and cookies.
The next Annual Meeting is scheduled for April 20, 2027.

The Town of Day will be spreading 200 feet of Liquid Dow in front of your house. If you would like to cover a larger area, the cost is $.75 for each
additional foot. You must mark the area of the roadway that you would like sprayed.
Town roadways will be graded at the Town’s discretion.
